Προϋποθέσεις συμμετοχής – Εκδηλώσεις Ενδιαφέροντος:

Κάθε συμμετέχοντας μπορεί να υποβάλλει ΜΙΑ πρόταση ανά Specific Objective ως Συντονιστής (Applicant). Για την αποφυγή απόρριψης προτάσεων λόγω του παραπάνω περιορισμού, παρακαλούμε τους ενδιαφερόμενους από το ΓΠΑ να υποβάλλουν στον ΕΛΚΕ ΓΠΑ εκδήλωση ενδιαφέροντος για συμμετοχή στο πρόγραμμα με κατάθεση του Εντυπου Ε1α στο Πρωτοκολλο του ΕΛΚΕ μέχρι και τις 10/06/2019. Η λίστα των εκδηλώσεων ενδιαφέροντος θα εξεταστεί στο πλαίσιο του περιορισμού του προγράμματος από το αρμόδιο όργανο του ΕΛΚΕ και οι ενδιαφερόμενοι θα ενημερωθούν σχετικά το συντομότερο δυνατό.

The “ENI CBC Mediterranean Sea Basin Programme 2014-2020” is a multilateral cross-border cooperation programme co-financed by the European Union under the European Neighbourhood Instrument (ENI).

The Programme provides the framework for the implementation of cross-border cooperation activities in the context of the European Neighbourhood Policy, complementing efforts exerted within the framework of the Euro-Mediterranean Partnership, with the final aim of developing an area of peace, stability, prosperity and good neighbourliness involving EU Mediterranean Countries
(EUMC) and Mediterranean Partner Countries (MPCs).

A.1 Business and SMEs development
A.1.1: Support innovative start-up and recently established enterprises
A.1.2: Strengthen and support euro-Mediterranean networks, clusters, consortia and value chains in traditional sectors and non-traditional sectors

A.2 Support to education, research, technological development and innovation
A.2.1: Support technological transfer and commercialization of research results

A.3 Promotion of social inclusion and the fight against poverty
A.3.1: Provide young people, especially those belonging to the NEETS, and women, with marketable skills

B.4 Environmental protection, climate change adaptation and mitigation
B.4.1: Water management – Support sustainable initiatives targeting innovative and technological solutions to increase water efficiency
B.4.2: Waste treatment and recycling – Reduce municipal waste generation, promote source-separated collection and its optimal exploitation
B.4.3: Renewable energy and energy efficiency – Support cost effective and innovative energy rehabilitations relevant to building types and climatic zones, with a focus on public buildings

Eligible partnerships
For strategic projects, the project partnership shall represent a minimum of four (4) different eligible countries including at least two (2) EU Mediterranean Countries (EUMC) and two (2) Mediterranean Partner Countries (MPC). Further information on partnership’s composition are available in the Guidelines for Applicants.

Participation
A proposal shall address only one (1) of the Priorities opened under this call for proposals even if there may be cross-over effects with other Priorities.
The same organization can only participate once as Applicant under each PriorityNo limitation applies for the participation at partner level. In case an organization participates in more than one (1) project as Applicant under the same Priority, all concerned projects submitted under that Priority will be rejected. Please note that an Applicant cannot be awarded more than three (3) grants as Lead Beneficiary under this Call for Proposals. In case more than three (3) proposals from the same Applicant are preselected according to the rules for this call, only the three (3) best ranked proposals will be retained in the list to be financed.

Partnership composition
The project partnership shall represent a minimum of four (4) eligible countries including at least two (2) EU Mediterranean Countries (EUMC) and two (2) Mediterranean Partner Countries (MPC).
International Organizations as defined in section 4.3.2 do not contribute to the fulfilment of the above mentioned minimum partnership requirement.
The partnership shall not include more than three (3) organizations from the same Country. To facilitate the establishment of the partnership, it is strongly recommended to contact the concerned
National Contact Points (the list of NCPs is available on the Programme website). A maximum of ten (10) organizations in the partnership is recommended to ensure a smooth and
efficient project management and implementation. A well-balanced geographical representation is also recommended

Duration of projects
The planned duration of a project must be between 24 and 30 months.

Submission of project proposals

All documents included in the Application Pack can be downloaded from the Programme website at www.enicbcmed.eu.
Applications must be submitted using the online Application Form available at www.enicbcmed.eu/eform.

Proposals must be submitted only in one of the following languages: English or French.

The deadline for the submission of project proposals is July 3rd 2019 at 1 pm (CET).
